The Committee will review issues related to electricity and the Wyoming Public Service Commission. Proposed electricity topics for the 2026 interim include the continuation of the 2025 interim electricity discussion with a specific focus on electric reliability concerns and capacity for large electric loads, and education regarding choice electric models. Proposed topics regarding the Public Service Commission include small water utility system viability, civil penalties for pipeline safety violations, and general enhancements to the Public Service Commission’s operations and activities.
The Committee will review issues related to fraud protection. Several related topics were proposed for the 2026 interim, including insurance fraud, general fraudulent corporate filings, duties of registered agents and requiring data collection, deed fraud and title theft prevention, fraudulent public official filings to county clerks, and fraudulent liens and filings related to real property. The Committee will determine specific fraud protection topics to be addressed and will take input from the Secretary of State, county clerks, other elected officials, and citizens.
The Committee will continue to review statutes and requirements related to public records and open meetings. The Committee will consider previous complaints in areas related to the cost imposed by government entities on records requests, and ignorance and disregard of public records and public meetings statutes by public officials. This topic will include a review and comparison of public records and open meeting requirements provided in other states.

The Committee will continue to review issues related to elections, including topics like pen and paper ballots, ballot harvesting, hand count verification of equipment, and previously proposed legislation related to election issues. The Committee will proceed with the goal of maintaining secure and accessible elections in Wyoming and will take input from the Secretary of State, county clerks, other elected officials, and citizens. Additionally, the Committee hopes to spend a portion of one meeting discussing the next redistricting process.
The Committee will continue work and discussions held during the 2025 interim regarding the transition and funding for a Next Generation 911 system in Wyoming and hear progress status updates of the study and grants required by the enacted 2026 Senate File 32, 911 funding. The Committee will proceed with the goal to continue developing a transition and funding path for a Next Generation 911 system in a way that is effective and achievable for Wyoming.
The Committee will review options for strengthening oversight of taxpayer dollars distributed to agencies, nonprofits, and associations, including enhanced reporting of all public fund expenditures. The Committee will review how funds flow beyond direct government operations and review reporting standards and statutes with the goal of promoting accountability, preventing waste, and ensuring public dollars align with legislative intent and public trust. Related is a request by the Wyoming Board of Certified Public Accountants for a small change to the CPA Practice Act to increase the supply of CPAs by recognizing work experience as a component of CPA requirements.
