Requires the Wyoming energy authority to complete a two-phase transmission planning study analyzing transmission needs under different load growth scenarios and regional integration implications.

• Requires Phase One of the study to analyze impacts of three load growth scenarios (low, moderate, and high demand) on Wyoming's current transmission system from 2026 to 2046. (Sec. 1(a)(ii))
• Requires Phase One to include a power flow model assessing deliverability and congestion constraints under the three load growth scenarios. (Sec. 1(a)(ii)(A))
• Requires Phase One to evaluate advanced transmission technologies and electricity storage as potential solutions to meet expanded transmission capacity needs. (Sec. 1(a)(ii)(B))
• Requires Phase One to include a gap analysis identifying transmission needs and recommending transmission solutions for the various load growth scenarios. (Sec. 1(a)(ii)(D))
• Requires Phase Two of the study to explore implications of integrating Wyoming's transmission system into competing regional day-ahead and real-time markets and regional transmission organizations. (Sec. 1(a)(iii)(A))
• Requires Phase Two to include an economic analysis of benefits associated with the three load growth scenarios. (Sec. 1(a)(iii)(B))
• Requires Phase Two to identify additional transmission system upgrades needed to enhance regional integration. (Sec. 1(a)(iii)(C))
• Requires the Wyoming energy authority to report Phase One results to the joint corporations, election and political subdivisions interim committee and the joint minerals, business and economic development interim committee by November 1, 2027, including legislative recommendations. (Sec. 1(b)(i))
• Requires the Wyoming energy authority to report Phase Two results to the same committees by September 1, 2028, including legislative recommendations. (Sec. 1(b)(ii))
