Clarifies procedures for testing voting machines and electronic voting systems, specifies that tests shall be open to the public, and removes the presumption that certified voting machines are properly prepared.

• Requires county clerks to post public notice at least 5 days before a voting machine test (or 24 hours before a re-test) in the county clerk's office and website, and to notify political party chairmen and independent candidates. Members of the public may attend the preparation and testing of voting machines. (W.S. 22-10-108(a), Sec. 1)
• Requires that inspection and testing of voting machines must be public and shall begin no less than 2 weeks before an election and continue until all machines are tested and sealed. (W.S. 22-10-108(b), Sec. 1)
• Requires county clerks to test every voting machine individually, including all electronic ballot marking devices, before use in an election. (W.S. 22-10-108(c), Sec. 1)
• Removes the presumption that a certified voting machine is properly prepared and instead allows a machine to be challenged in district court within 2 days after it is sealed and certified. (W.S. 22-10-110, Sec. 1)
• Authorizes the Secretary of State to promulgate rules governing the characteristics and testing procedures for electronic voting systems used in Wyoming. (W.S. 22-11-103(c), Sec. 1)
