The Committee will review issues related to elections. Several election topics were proposed for the 2025 interim and many requesters submitted the same topics. The Committee will proceed with the goal of maintaining secure and accessible elections in Wyoming. The Committee will determine specific election topics to be addressed and will take input from the Secretary of State, the county clerks and other elected officials and citizens.
The Committee will continue its efforts to educate Committee members, policymakers and the public on issues related to electricity and will continue to work to develop electricity policy in Wyoming. The Committee is proposing to partner with the Wyoming Energy Authority and other stakeholders in a working group. This topic will include reviewing factors that are driving up utility costs and impacting reliability. This topic will also include a review of service territories of public utilities.
This topic is to consider the benefits of deregulation at both the state and federal level. Specifically, this topic will review the possibility of expanding regulatory sandboxes in Wyoming. Under this topic, the Committee will also receive an update on proposed "Freedom Cities", an effort at the federal level to drive economic growth through deregulation.

The Committee will review issues related to emergency services and 911. The funding of emergency services remains a difficult issue in Wyoming. Current funding methods are inadequate to fund the next generation 911 system under the current configuration. Wyoming has a very expensive 911 system based on a lack of integration of regional capabilities. This topic will also include a review of 911 outage reporting.
The Committee will review statutes and requirements related to public records and open meetings. Complaints have arisen in a few areas including the effectiveness of the ombudsman program, the cost imposed by government entities on records requests, and ignorance and disregard of public records and public meetings statutes by public officials. This topic will include a review and comparison of public records and open meeting requirements provided in other states.
This topic will review the ability of elected officials to form taxpayer funded associations and employ representatives to work with the legislature. This topic will include a review of how other states address this issue and potential implications if the current practice is revised or prohibited.
This will be primarily an educational topic related to 2025 Senate File 189 on potential revisions to the Uniform Commercial Code and will include a presentation from the Uniform Law Commission on their work.
The Committee may hear informational testimony for the development of state policy to support local governments, nonprofit corporations and the private sector in addressing Wyoming's unmet housing needs. We do not anticipate carrying forward any housing committee bills due to similar interim bills stalling in the past several sessions of the legislature.
