What does this bill do?

Modifies independent candidate requirements by requiring a party affiliation oath and increasing signature thresholds and filing deadlines for ballot access.

Requires independent candidates to swear or affirm they are unaffiliated or not registered with a major political party in the petition for nomination form. (W.S. 22-5-301(a), p. 1-2, lines 17-18)
Increases the signature requirement for statewide partisan offices from 2% to 5% of votes cast for representative in congress in the last general election. (W.S. 22-5-304(a), p. 4, lines 6-11)
Increases the signature requirement for countywide partisan offices from 2% to 5% of votes cast for representative in congress in the last general election for the county. (W.S. 22-5-304(b), p. 4, lines 13-18)
Increases the signature requirement for district partisan elections from 2% to 5% of votes cast for that office in the last general election, or 5% of registered voters in the current district if boundaries have changed. (W.S. 22-5-304(c), p. 4-5, lines 20-9)
