• Establishes that when a public utility files a lawsuit challenging the constitutionality or legality of a statute, rule, regulation, or procedure, or raising certain Administrative Procedure Act arguments, the Commission must stay all requests, applications, rate cases, and other matters that require application of the challenged provision, regardless of which party is involved. (W.S. 37-2-130(b))
• Exempts from the stay requirement lawsuits based on the Commission's application of facts or evidence or resolution of disputed facts, or arguments raised under a specific subsection of the Administrative Procedure Act. (W.S. 37-2-130(c)(i), W.S. 16-3-114(c)(ii)(E))
