What does this bill do?

Prohibits any person except the voter or immediate family from delivering ballots to the county clerk and establishes a felony penalty for violations.

Prohibits any person from delivering a ballot to the county clerk unless that person is the qualified elector casting the ballot or is immediate family of the qualified elector. This restriction does not apply to ballots that are mailed to the clerk. (W.S. 22-9-113(b))
Requires county clerks, county canvassing board members, or other election officials to prevent tabulation of any ballot delivered in violation of the ballot delivery restriction if the violation is discovered before ballot tabulation occurs. (W.S. 22-9-113(c))
Establishes that knowingly and willfully violating the ballot delivery restriction is a felony offense punishable by up to five years imprisonment in the state penitentiary, a fine of up to ten thousand dollars, or both. (W.S. 22-26-101(a)(xii))
