Authorizes resort hotel liquor licenses in Wyoming for qualifying resort properties that meet minimum investment and facility requirements.

• Allows county, city, or town licensing authorities to issue resort hotel liquor licenses to owners or lessees of qualifying resort hotels. (W.S. 12-4-416(a))
• Requires resort hotels to have an actual valuation of at least $10 million (including land value) or applicant commitment to expend that amount to qualify for the license. (W.S. 12-4-416(b)(i))
• Requires resort hotels to include a restaurant, at least 35 sleeping rooms for short-term occupancy, dining services to guest rooms for at least 12 hours daily, and facilities for business meetings accommodating at least 50 participants. (W.S. 12-4-416(b)(ii)-(v))
• Adds resort hotel liquor license to the definition of 'licensee' in alcoholic beverage statutes. (W.S. 12-1-101(a)(viii)(W))
• Exempts resort hotel liquor licenses from the population formula that limits retail liquor licenses in other contexts. (W.S. 12-4-403(a))
• Allows resort hotel liquor licensees to contract or subcontract for food and beverage services while remaining subject to all applicable laws and regulations. (W.S. 12-4-403(b))
• Prohibits resort hotel liquor licensees from selling alcoholic or malt beverages for off-premises consumption except pursuant to a catering permit. (W.S. 12-4-404)
• Sets the annual fee for a resort hotel liquor license between $500 and $3,000. (W.S. 12-4-405)
• Allows holders of resort hotel liquor licenses to dispense alcoholic beverages from any location within their licensed premises and to sell unopened bottles of liquor or wine to registered guests for on-premises consumption. (W.S. 12-5-201(f))
• Amends winery permit and microbrewery permit fee provisions to exclude additional fees when dual ownership exists with a resort hotel license. (W.S. 12-4-414(b)(iv), W.S. 12-4-415(b)(iv))
