The Committee will undertake a comprehensive review of the Wyoming Business Council and its structure, operations, and programs. The Committee will review economic development in Wyoming, including the role that local communities and local economic and community development organizations play and should play in economic development in Wyoming. The Committee anticipates this study will include a review of local economic development programs, including consensus block grant funding. The Committee will coordinate with the Joint Appropriations Committee on this topic concerning the funding of the Wyoming Business Council and economic development generally.
The Committee will explore ways to expand Wyoming's role and dominance in the energy industry. The Committee will study regulatory and financial barriers to energy expansion and new projects. This study will include a review of industrial sovereign zones, energy funding, permitting, and staffing at relevant state agencies.
The Committee will study issues associated with bonding and funding for impacts associated with the industrial siting process. The Committee will also study exemptions to the industrial siting process for reusing mining sites for industrial and manufacturing.
