Amends the Second Amendment Protection Act to create civil and criminal penalties for state and local government entities and officers who enforce federal firearms regulations, and establishes exceptions and liability protections.

• Creates a new statute establishing that governmental entities are liable for damages resulting from violations of the prohibition on enforcing federal firearms regulations. (W.S. 1-39-125, Sec. 1)
• Prohibits Wyoming state and political subdivisions from using any personnel or funds to enforce, administer, or cooperate with enforcement of federal laws, executive orders, rules or regulations that the state determines infringe on Second Amendment rights regarding firearms, accessories, or ammunition against law-abiding citizens. (W.S. 9-14-203(a), Sec. 2)
• Creates an exception allowing public officers and peace officers to provide assistance to federal authorities for purposes other than those specified in the prohibition, and allows Wyoming entities to accept federal funds and assistance for law enforcement. (W.S. 9-14-203(b), Sec. 2)
• Establishes civil liability for law enforcement agencies and their employees who violate the prohibition, allowing injured parties to bring civil actions for damages and court-imposed civil penalties of $50,000 per violation, with waiver of sovereign immunity. (W.S. 9-14-203(c), Sec. 2)
• Creates civil penalties of $50,000 per affected employee for state agencies, political subdivisions, or law enforcement agencies that employ individuals with prior federal service who enforce or provide material aid to federal firearms regulations on or after July 1, 2026. (W.S. 9-14-203(d), Sec. 2)
• Establishes exceptions to the prohibition, allowing assistance to federal officers pursuing suspects with multi-state criminal nexus, assistance to federal prosecutors for felony drug or violent crime prosecutions that include ancillary weapons violations, and acceptance of federal law enforcement assistance. (W.S. 9-14-203(e), Sec. 2)
• Makes it a misdemeanor punishable by up to one year imprisonment, a fine of up to $2,000, or both for public officers and peace officers who knowingly violate the prohibition on enforcing federal firearms regulations.
