Requests Congress to call a constitutional convention of the states to propose amendments limiting federal fiscal spending, federal power and jurisdiction, and terms of office for federal officials.

• Wyoming legislature applies to Congress under Article V of the U.S. Constitution to call a convention of states limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and Congress members. (Section 1)
• Declares that Congress has only ministerial power to call the convention and set a time and place for its initial meeting, with no power to determine convention rules, set the number of delegates, or name delegates. (Section 2(a)(i), Section 2(a)(iii))
• Specifies that Congress shall call a convention only upon receiving applications from two-thirds of state legislatures for substantially the same purpose. (Section 2(a)(ii))
• Establishes that a convention of states shall vote on a one-state, one-vote basis. (Section 2(a)(iv))
• Limits the convention to consideration only of the topics specified in the resolution and prohibits consideration of amendments to the Bill of Rights. (Section 2(a)(v))
• Recommends that Congress select ratification of proposed amendments by state legislatures rather than special state ratification conventions. (Section 2(a)(vi))
• Allows Wyoming legislature to provide further instructions to its delegates and to recall delegates at any time for breach of duty or violation of instructions. (Section 2(a)(vii))
• Declares the application a continuing application under Article V until at least two-thirds of state legislatures make applications on the same subject. (Section 3)
• Directs the Secretary of State to transmit copies of the resolution to the President, Congress leadership, Wyoming's Congressional delegation, and presiding officers of all state legislative houses. (Section 4)
