Creates a statewide electronic motor vehicle registration and license plate issuance system to be implemented and administered by the Department of Transportation by July 1, 2028.

• Defines the motor vehicle registration and license plate issuance system as a statewide electronic system that supports all functions necessary to register motor vehicles and issue license plates. (W.S. 31-2-236(a))
• Requires the Department of Transportation to implement and administer the system by July 1, 2028, with minimum capabilities including processing all registration transactions (initial, renewals, transfers, corrections, replacements), issuing license plates and related items, calculating and collecting registration fees, specialty plate fees, and sales and use taxes. (W.S. 31-2-236(b), Sec. 1)
• Authorizes the Department to contract with one or more vendors to develop, implement, and provide ongoing administration of the motor vehicle registration and license plate issuance system. (W.S. 31-2-236(c))
• Permits the Department to charge a transaction fee of no more than five dollars per transaction processed through the system to recover costs associated with maintenance and administration. (W.S. 31-2-236(d))
• Requires all county treasurers to use the motor vehicle registration and license plate issuance system upon its activation to carry out their duties related to motor vehicle registration and license plate issuance. (W.S. 31-2-236(e))
• Amends county treasurer requirements to forward motor vehicle registration records electronically through the new motor vehicle registration and license plate issuance system within three business days after issuance. (W.S. 31-1-202(c), Sec. 2)
• Requires the Department to maintain all motor vehicle registration records in the motor vehicle registration and license plate issuance system indexed by distinctive vehicle numbers, owner names, and vehicle identification numbers. (W.S. 31-1-202(d), Sec. 2)
• Designates the development and implementation of the motor vehicle registration and license plate issuance system as part of the replacement of the revenue information system and makes it eligible for funding under existing provisions.
