Creates the Wyoming housing revolving loan program to provide loans for affordable and workforce housing development projects.

• Establishes the Wyoming housing revolving loan program to be administered by the authority, with authority to promulgate rules necessary for program implementation. (W.S. 9-7-126(b), Sec. 1)
• Creates the Wyoming housing revolving loan account, managed by the authority, with continuous appropriation of funds. Account funds do not lapse at end of fiscal biennium but remain available for program purposes. (W.S. 9-7-126(c), W.S. 9-4-207)
• Allocates up to 80% of account balance for loans to Wyoming local governments, housing authorities, and nonprofits for new construction, rehabilitation, and land purchase for affordable and workforce housing projects. Interest rates set by authority rule not to exceed federal funds rate. (W.S. 9-7-126(d)(i))
• Allocates up to 20% of account balance for zero-interest loans to Wyoming local governments, housing authorities, and nonprofits for planning and predevelopment expenses related to housing projects. (W.S. 9-7-126(d)(ii))
• Requires the authority to establish an application process for loans and may charge administrative fees for ongoing monitoring of loan recipients to ensure compliance. (W.S. 9-7-126(e))
• Requires attorney general written certification of legality for all loans before they are made. (W.S. 9-7-126(f))
• Requires the authority to report annually to the joint appropriations committee on account balance, loans made, outstanding loan balances, and legislative recommendations. (W.S. 9-7-126(g))
• Amends the definition section to extend the act's scope to include the new Wyoming housing revolving loan program statute. (W.S. 9-7-103(a)(xvi), Sec. 2)
• Transfers thirty million dollars from the strategic investments and projects account to the Wyoming housing revolving loan account on July 1, 2026. If that account is repealed, transfers instead from the legislative stabilization reserve account.
