Requires development of a plan to transfer the public funds division of the Department of Audit to the legislature by July 1, 2027, subject to legislative approval.

• The public funds division of the Department of Audit and all related functions shall be transferred to the legislature, effective no later than July 1, 2027, contingent on legislative approval of a reorganization plan. (Sec. 1(a))
• The Department of Audit director and Legislative Service Office director must jointly prepare a Type 2 transfer plan for reorganizing the Department of Audit by moving the public funds division to the legislature. (Sec. 1(b), W.S. 9-2-1707(b))
• The reorganization plan must ensure all non-public funds divisions of the Department of Audit continue operating under current administration. (Sec. 1(b)(i))
• The reorganization plan must provide for the legislature to assume all administrative functions of the public funds division, with provisions for creating a separate legislative office of audit or similar entity. (Sec. 1(b)(ii))
• The reorganization plan must identify necessary statutory amendments, rule changes, procedural amendments, and other regulatory modifications to accomplish the transfer. (Sec. 1(b)(iii))
• The reorganization plan must address transfer of all personnel, supplies, equipment, and appropriations from the public funds division to the new legislative office of audit. (Sec. 1(b)(iv))
• The reorganization plan must identify any other relevant issues or factors related to the reorganization. (Sec. 1(b)(v))
• The directors must submit the reorganization plan to the governor, management council, and management audit committee by July 1, 2026, and make it publicly available by that date. Both the management council and management audit committee must hold at least one public hearing before the 2027 legislative session. (Sec. 1(c))
• The duties, powers, and functions of the Department of Audit remain unchanged until July 1, 2027, unless a legislature-approved reorganization plan directs otherwise.
