What does this bill do?

Establishes enhanced criminal penalties for adults who distribute fentanyl to minors under eighteen years of age.

Creates a new felony offense for any person eighteen years of age or older who distributes fentanyl to a person under eighteen years of age, with penalties including fines authorized for Schedule II narcotic drug offenses and imprisonment up to twice that authorized for Schedule II narcotic drug offenses, or both. Defines 'fentanyl' for purposes of this offense to include fentanyl and all of its isomers, esters, ethers, salts, and salts of isomers, esters, and ethers whenever such chemical variations are possible within the specific chemical designation of fentanyl. (W.S. 35-7-1036(c), Sec. 1)
