Appropriates $26,118,778 from the general fund to the legislative service office for the operation of the Wyoming legislature through June 30, 2028, and establishes terms, conditions, and special provisions for legislative spending.

• Appropriates $26,118,778 to the legislative service office for salaries, travel, dues, telecommunications, administrative support, and other operational expenses through June 30, 2028. (Section 1)
• Allows the Management Council to transfer funds between expense categories as legislative activities require. (Section 2)
• Establishes conditions for use of out-of-state travel appropriations, allowing reimbursement for documented legislative travel to meetings and conferences that further Wyoming's interests, subject to Management Council approval. (Section 3)
• Permits carryover of unexpended appropriations from prior biennia beyond June 30, 2026 for specific purposes: K-12 education consulting work, laptop computer replacement, and extraordinary expenses or category supplements through June 30, 2028. (Section 4, W.S. 9-4-207)
• Appropriates $34,000 to compensate newly elected and appointed legislators for attendance at training functions and interim committee meetings at the same mileage, per diem, and daily salary rates as sitting legislators. (Section 5)
• Authorizes legislators to receive reimbursement for out-of-state and international travel expenses related to economic development efforts, subject to Management Council approval, with preference given to legislators seeking re-election. (Section 6)
• Appropriates $20,000 for legislators' registration, mileage, and per diem costs to attend the Wyoming state treasurer's investment conference during the 2026 or 2027 interim. (Section 7)
• Appropriates $25,000 for salary, mileage, and per diem of legislative members serving on the capitol interpretive exhibits and wayfinding subcommittee. (Section 8)
• Appropriates $492,100 for regional economic modeling software and maintenance fees to support the legislative service office's budget fiscal division, fiscal note process, and administrative rules economic impact analysis through the 2027-2028 biennium.
