Requires the Public Service Commission to promulgate rules for electric utilities to establish a choice electric program allowing customers to select electricity based on resource type.

• Defines 'electric utility' to include all entities authorized to engage in business in Wyoming that generate, transmit, or sell electric energy, including cooperative utilities and municipally-owned utilities. (W.S. 37-3-120(a)(i))
• Requires the Public Service Commission to promulgate rules mandating each electric utility establish a choice electric program offering electricity by individual resource type or combinations of resource types. (W.S. 37-3-120(b)(i))
• Requires utilities to determine and disclose prices for each resource type, including production costs, transmission and delivery costs, administrative costs, and actual costs without subsidies or tax exemptions. (W.S. 37-3-120(b)(ii))
• Requires utilities to provide pricing information for electricity purchases without regard to resource type and to disclose backup resource purchase costs when offering unreliable or non-dispatchable resource types. (W.S. 37-3-120(b)(ii)(B), W.S. 37-3-120(b)(ii)(C))
• Requires utilities to allow customers to specify different percentages for resource types in their electricity purchases. (W.S. 37-3-120(b)(iii))
• Requires utilities to provide customers with information on standard electric rates for those who do not participate in the choice electric program. (W.S. 37-3-120(b)(iv))
• Prohibits electric utilities from offering choice electric program electricity to customers outside their certified service territory. (W.S. 37-3-120(c))
• Prohibits the Public Service Commission from granting confidentiality to utilities for any information required to be provided to customers under the choice electric program. (W.S. 37-3-120(d))
• Allows the Public Service Commission to authorize utilities to recover administrative costs associated with implementing the choice electric program from participating customers.
