Authorizes the Wyoming Board of Medicine to issue provisional licenses to internationally trained physicians who meet specified qualifications and employment requirements.

• Defines an internationally trained physician as someone with a medical doctorate from an approved program, current good standing licensure in their home country for at least five years, completion of residency or seven or more years of practice experience, English language fluency, international criminal background clearance, and passage of USMLE or COMLEX steps one and two. (W.S. 33-26-802(a)(iii))
• Authorizes the board to grant provisional licenses to internationally trained physicians who have a written employment offer from a Wyoming health care provider, provided they meet all requirements, pass background checks, and are eligible for federal immigration status allowing medical practice. (W.S. 33-26-803(a))
• Requires provisional licensees to maintain employment with a Wyoming health care provider; allows license suspension if employment is lost and revocation if new employment is not obtained within six months. (W.S. 33-26-803(a)(ii))
• Allows provisional license holders to convert to a full unrestricted license after three years of continuous successful practice if they have not been disciplined, followed board rules, and passed USMLE or COMLEX step three. (W.S. 33-26-803(c))
• Permits provisional license holders who need federal work authorization to apply before receiving it, with the license placed in nondisciplinary suspension until work authorization documentation is provided. (W.S. 33-26-803(f))
• Requires a supervising physician approved by the board to submit monthly performance reports on the provisional licensee, and requires the employing health care provider to submit monthly performance reports unless the supervising physician works for the same provider. (W.S. 33-26-804(a), W.S. 33-26-804(b))
• Mandates that during the first year, the supervising physician must be physically present in the same facility; after one year, the supervising physician must be available within fifteen minutes via telephone, videoconference, or real-time communication.
