Requires school districts to develop cardiac emergency response plans and athletic cardiac emergency response plans, including automatic external defibrillators and staff training.

• Requires each school district board of trustees to develop a cardiac emergency response plan applicable to all schools in the district, including charter schools, addressing sudden cardiac arrest response using school personnel. (W.S. 21-3-138(a), Sec. 1)
• Mandates that cardiac emergency response plans integrate evidence-based elements consistent with American Heart Association standards or other nationally recognized emergency cardiovascular care standards. (W.S. 21-3-138(a)(ii))
• Requires automatic external defibrillators to be placed in every school according to evidence-based standards, clearly marked, unlocked, accessible within three minutes, tested and maintained per manufacturer guidelines, and reported to emergency medical care providers. (W.S. 21-3-138(a)(iii))
• Requires school nurses and appropriate school personnel to obtain and maintain training in first aid, cardiopulmonary resuscitation, and automatic external defibrillator use consistent with national evidence-based guidelines. (W.S. 21-3-138(a)(iv))
• Requires school districts with athletic departments or organized athletic programs to develop a separate athletic cardiac emergency response plan addressing sudden cardiac arrest during athletic practices, games, and events on school property. (W.S. 21-3-138(b), Sec. 1)
• Mandates that athletic cardiac emergency response plans specify procedures for each athletic venue to be rehearsed annually and distributed to athletics staff and medical professionals providing services at athletic events. (W.S. 21-3-138(b)(iii), W.S. 21-3-138(b)(iv))
• Requires automatic external defibrillators at each athletic venue to be clearly marked, easily accessible in unlocked locations during school days and school-sponsored athletic events, tested and maintained per manufacturer guidelines, and reported to emergency medical care providers. (W.S. 21-3-138(b)(v))
• Requires all athletic coaches and appropriate personnel to obtain and maintain training in first aid, cardiopulmonary resuscitation, and automatic external defibrillator use consistent with national evidence-based emergency cardiovascular care guidelines.
