What does this bill do?

Implements the 2025 cost of education study by modifying the education resource block grant model for K-12 public school finance, requiring school districts to participate in the state employees' and officials' group insurance plan beginning 2027-2028, and making related appropriations and authorizations.

Creates a new education resource block grant model (W.S. 21-13-309.1) specifying detailed staffing, salary, and resource components including teachers, support staff, materials, utilities, and operations based on student enrollment and school configuration. (W.S. 21-13-309.1(c), Sec. 1)
