Appropriates funds for K-12 school building and facility projects, charter school leases, school facility safety and security improvements, and major maintenance payments to school districts for fiscal years 2026-2028.

• Appropriates $31.66 million from the public school foundation program account for component-level major maintenance projects at 21 school districts, with funds available from July 1, 2026 until project completion, and designated projects marked with asterisks becoming effective immediately. • Appropriates $6.33 million for charter school lease expenses for school years 2026-2027 and 2027-2028 across seven school districts, subject to W.S. 21-3-110(a)(x). (Sec. 1(j)(ii), W.S. 21-3-110(a)(x))
• Appropriates $1.79 million for future charter school leasing obligations that shall not lapse or revert except by further legislative action, with annual reporting required by September 1 of each year. (Sec. 1(j)(iii), W.S. 21-3-301 et seq.)
• Appropriates $15.74 million for design of school building and facility projects at five school districts, including high schools and elementary schools. (Sec. 1(j)(v))
• Appropriates $77.36 million for construction of school building and facility projects at four school locations. (Sec. 1(j)(vi))
• Appropriates $2.62 million for demolition projects at three school locations in Laramie and Albany districts. (Sec. 1(j)(vii))
• Appropriates $7.42 million to supplement previous appropriations for construction and demolition of a transportation facility ancillary building in Campbell county school district #1, effective immediately, with original scope and design to remain unmodified. • Establishes a $2 million grant program for K-12 school facility safety and security projects, including design of security vestibules and vehicle barricades, with funds distributed upon school district application and available from July 1, 2026 until project completion.
