Establishes criminal offenses related to artificial intelligence misuse, including creation and distribution of deepfake sexual material, AI systems designed to harm children, systems promoting self-harm, and AI-based censorship of political speech, while providing limited immunity to AI developers.

• Prohibits using artificial intelligence as a defense to criminal charges and clarifies that criminal statutes apply to activity facilitated by AI systems. (W.S. 6-1-206, Sec. 1)
• Creates the offense of unlawful distribution of nonconsensual synthetic sexual material, making it illegal to distribute, transmit, or promote deepfake sexual images of identifiable persons without consent. Penalties include up to 10 years imprisonment and fines up to $10,000 for first offense, and up to 12 years for subsequent convictions. (W.S. 6-4-307, Sec. 1)
• Establishes criminal liability for knowingly developing or distributing AI systems specifically designed to create, distribute, or promote child sexual abuse material, with knowledge that the system will be used for such purposes. Excludes systems that only produce such content through user prompts without developer intent, and excludes bona fide educational, library, and law enforcement activities. (W.S. 6-4-308, Sec. 1)
• Creates criminal offense for knowingly developing or distributing AI systems specifically designed to promote self-harm, with intent or knowledge that the system will be used for such purposes. Excludes systems producing self-harm content solely from user inputs without developer intent, educational activities, law enforcement, and legitimate medical or therapeutic services. • Amends child sexual exploitation statutes to include new offenses of using AI systems to generate child pornography and possessing AI-generated child pornography, with penalties of 5 to 12 years for generation and up to 10 years for possession. (W.S. 6-4-303, Sec. 2)
• Prohibits interactive computer services from using AI to block, ban, remove, demonetize, or restrict users based on political speech, or to modify content to censor political speech. Allows the attorney general to enforce the provision and seek civil penalties up to $10,000 per violation. (W.S. 40-12-801, Sec. 1)
