Authorizes renovation of the Wyoming veterans' memorial museum, creates an oversight task force, and appropriates $5 million from the tourism reserve for the project.

• Authorizes the Wyoming veterans' memorial museum renovation project, allowing the governor and Wyoming military department through the state construction department to enter into contracts and retain experts necessary to complete the renovation, with all contracts requiring gubernatorial approval. (Section 1)
• Creates the Wyoming veterans' memorial museum renovation task force consisting of four legislative members appointed by the speaker of the house and senate president, two state government representatives (state construction department director and adjutant general), and one governor-appointed veterans representative. (Section 2(a))
• Establishes the task force in an advisory role to monitor the renovation project, provide recommendations on professional services and construction, receive project updates from the state construction department, and submit annual interim reports to the joint travel, recreation, wildlife and cultural resources interim committee by November 1. (Section 2(b))
• Assigns staffing responsibilities to the state construction department and department of state parks and cultural resources to coordinate task force meetings, serve as liaison with the executive branch, and provide regular progress reports. (Section 2(c))
• Provides compensation for task force members, including salary, per diem, and travel expenses for legislative members, and per diem and mileage for other members, with state government employees receiving regular pay. (Section 2(d))
• Establishes that the task force terminates on June 30 of the year following completion of the renovation project and facility occupation. (Section 2(e))
• Appropriates $5 million from the Wyoming tourism reserve and projects account to the state construction department for the museum renovation project, establishing this as a maximum amount that does not constitute an entitlement and will revert upon project completion. (Section 3(a))
• Appropriates $25,000 from the general fund to the legislative service office for payments to legislative task force members and other task force expenses, with funds reverting upon project completion.
