What does this bill do?

Renames the Select Committee on Blockchain, Financial Technology and Digital Innovation Technology to the Select Committee on Blockchain and Emerging Technologies, and clarifies its duties and authorities.

Renames the select committee from 'Select Committee on Blockchain, Financial Technology and Digital Innovation Technology' to 'Select Committee on Blockchain and Emerging Technologies' and updates all related statutory references. (W.S. 28-11-701(a), W.S. 28-11-701(c), W.S. 40-31-105(e), Sec. 1)
Requires the select committee to develop knowledge and expertise regarding blockchain, financial technology, digital innovation, and emerging technologies. (W.S. 28-11-701(b)(i))
Directs the select committee to develop and introduce legislation to promote blockchain, financial technology, and digital innovation in Wyoming, except that legislation relating to Title 13 of Wyoming statutes shall be recommended to the joint minerals, business and economic development interim committee. (W.S. 28-11-701(b)(ii))
Specifies that the select committee's goals include reducing impediments to technology opportunities, developing policies to attract and retain technology companies, and promoting digital commercial activity in the state. Requires the governor to appoint three liaison persons to assist and advise the select committee on blockchain, financial technology, digital innovation, and emerging technology issues. (W.S. 28-11-701(c), W.S. 28-11-701(c)(i))
Requires the director to provide a comprehensive report to the select committee on blockchain and emerging technologies and the joint minerals, business and economic development interim committee before publicly issuing any fully reserved Wyoming stable tokens. (W.S. 40-31-105(e))
Establishes that the renamed select committee is a continuation of the previous select committee on blockchain, financial technology and digital innovation technology for all legal purposes. (Sec. 2)

Effective: Upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution
