Requires persons exercising eminent domain authority to provide landowners with a written bill of rights brochure before or when first representing intent to condemn property.

• Creates a landowner's bill of rights that applies to any attempt by a public entity or other person to condemn property under Wyoming's Eminent Domain Act. (W.S. 1-26-517(a), Sec. 1)
• Requires persons with eminent domain authority to provide written notice to landowners informing them of their right to receive adequate compensation if their property is taken through eminent domain. (W.S. 1-26-517(b)(i), Sec. 1)
• Requires notice that property may only be taken if public interest and necessity require it, the project is planned to minimize private injury, and the property is necessary for the project. (W.S. 1-26-517(b)(ii), Sec. 1)
