Imposes a moratorium on the initiation or expansion of wind and solar energy facilities in Wyoming from the effective date through June 30, 2030.

• Creates a new statute prohibiting any person from initiating or expanding a wind energy facility or solar energy facility project within the state, with the prohibition ending June 30, 2030. Defines solar and wind energy facilities by reference to existing Wyoming statutes, excluding net metering systems. (W.S. 35-11-2201(a), (b))
• Automatically repeals the moratorium statute on June 30, 2030 unless the legislature takes further action. (W.S. 35-11-2201(c))
• Amends the eminent domain statute to make the existing prohibition on exercising condemnation authority for wind energy collector systems subject to the new moratorium on wind and solar facilities, extending the end date from June 30, 2015 to June 30, 2030. (W.S. 1-26-815(d), Sec. 2)
