Amends the Court Supervised Treatment Program Act to include mental health treatment, allow cross-jurisdictional participation, authorize public defenders to serve on treatment teams, and replace terminology of 'substance abuse' with 'substance use disorder' throughout related statutes.

• Expands the definition of 'participant' to include persons with mental illness or dual diagnosis (substance use disorder and co-occurring mental health disorder), in addition to substance offenders. (W.S. 5-12-104(a)(vi), Sec. 1)
• Creates new definitions for 'mental health treatment,' 'mental illness,' and 'substance use disorder,' and updates definition of 'continuum of care' to include mental health treatment alongside substance abuse treatment. (W.S. 5-12-104(a)(xviii)-(xx), Sec. 1)
• Adds reduction of people with mental illness in jail and criminal court proceedings as an explicit goal of court supervised treatment programs. (W.S. 5-12-105(b)(iv), Sec. 1)
• Authorizes court supervised treatment programs to accept participants from any other jurisdiction in the state. (W.S. 5-12-109(e), Sec. 1)
• Permits the public defender to serve as a team member in court supervised treatment programs and to represent participants in treatment program proceedings, including sanction and expulsion proceedings. (W.S. 7-6-104(e), Sec. 1)
• Replaces all instances of 'substance abuse' with 'substance use disorder' throughout W.S. 5-12-104, 5-12-105, 7-13-1301, 7-13-1302, 7-13-1303, 14-6-219, 14-6-402, 31-5-233, 31-5-234, and 35-7-1033 for consistency in terminology.
