What does this bill do?

Authorizes the Department of Family Services director to review program effectiveness by sharing confidential data for referrals, services, and research, while establishing exceptions to existing confidentiality statutes.

Creates a new duty for the Department of Family Services director to review program effectiveness and impact by sharing data to the extent permitted by federal law for referrals, service provision, and bona fide research, notwithstanding confidentiality requirements in child abuse/neglect, juvenile delinquency, and vulnerable adult protection statutes. Adds an exception to child abuse and neglect record confidentiality to allow sharing pursuant to the director's review authority under W.S. 9-2-2104(a)(x). (W.S. 14-3-214(a), Sec. 1)
Adds an exception to juvenile delinquency record confidentiality to allow sharing pursuant to the director's review authority under W.S. 9-2-2104(a)(x). (W.S. 14-6-203(g), Sec. 1)
