What does this bill do?

Prohibits school districts from using foundation program funds for capital construction and major facility repairs, and prohibits major maintenance funds from being spent on facility enhancements.

Prohibits school districts from transferring or expending foundation program funds (including local revenues and state operational funding) for major building and facility repair or replacement, or for projects involving educational buildings, office buildings, portable buildings, teacherages, or warehouse buildings. (W.S. 21-13-307(c))
Prohibits foundation program funds transferred to a special reserve fund from being expended for major building and facility repair or replacement, or for projects involving educational buildings, office buildings, portable buildings, teacherages, or warehouse buildings. (W.S. 21-13-504(b))
Allows districts to expend up to ten percent of major building and facility repair and replacement payments for unspecified facility repair needs not covered in the facility plan, but excludes expenditures for maintenance of district enhancements. (W.S. 21-15-109(f))
Requires unexpended amounts under the ten percent flexibility allowance to be accumulated in a separate account and carried forward to subsequent school years, with any accumulated amount in a given year not exceeding ten percent of that year's distribution. (W.S. 21-15-109(f))
Requires departments to approve proposed expenditures under the ten percent flexibility allowance and mandates districts to report these expenditures and accumulated amounts annually. (W.S. 21-15-109(f))
