Amends the Wyoming Consumer Rental-Purchase Agreement Act to modernize licensing requirements, allow digital agreements, expand disclosure methods, and establish definitions for online and third-party retail operations.

• Adds definitions for rental-purchase agreements, independent third-party retailer locations, online presence, rental-purchase property, and place of business to clarify how merchants may conduct business through physical locations, websites, mobile applications, and independent retailers. (W.S. 40-19-102(a)(xi)-(xv))
• Allows notices to consumers to be delivered by email or other electronic means if the consumer provides written consent in response to a clear and conspicuous request. (W.S. 40-19-103)
• Permits merchants to offer or display rental-purchase property through websites, mobile applications, electronic applications, or other digital means made available by independent third-party retailers or the merchant. (W.S. 40-19-106(g))
• Requires merchants to display consumer protection notices in rental-purchase agreements and liability damage waiver contracts in bold type or, in digital format, outlined with a noticeable box and clear, conspicuous manner. (W.S. 40-19-107(a)(xi), (xiii), W.S. 40-19-111(a)(ii))
• Allows merchants to provide default notice and liability damage waiver documentation in digital format and permits delivery by email or other electronic means if the consumer provides written consent. (W.S. 40-19-109(a), W.S. 40-19-111(a))
• Permits merchants to disclose required rental-purchase property information in digital format for online transactions, including displaying information in outlined boxes with clear and conspicuous formatting. (W.S. 40-19-113(f))
• Establishes a single statewide license requirement for merchants with separate fees not exceeding five hundred dollars for physical locations, one thousand dollars for independent third-party retailer locations, and five hundred dollars for online presence. (W.S. 40-19-114(a), (e)-(g))
• Requires merchants to separately disclose each office, place of business, online presence, and independent third-party retailer location in their license application, with independent third-party retailer locations potentially deemed confidential.
