Requires all hospitals in Wyoming to implement a drug and alcohol testing program for employees and job applicants in safety-sensitive positions, with provisions for counseling and treatment through the Wyoming professional assistance program.

• Mandates that all hospitals utilize a random drug and alcohol testing program for employees and potential employees in safety-sensitive positions, with testing requirements to be determined by the department of health. (W.S. 35-2-915(a)(i))
• Allows hospitals to refer employees who test positive for drugs or alcohol to the Wyoming professional assistance program as an alternative to disciplinary action, at the discretion of hospital administration. (W.S. 35-2-915(a)(ii))
• Requires employees referred to the Wyoming professional assistance program to be immediately removed from safety-sensitive duties, undergo evaluation by a qualified substance abuse counselor, and complete recommended treatment before returning to such duties. (W.S. 35-2-915(a)(ii)(A)-(D))
