Creates a competitive grant program for K-12 public schools to fund crossing guard programs for school years 2025-2026 through 2027-2028, with an appropriation of $4.95 million.

• Establishes a crossing guard grant program allowing school districts to apply for state assistance to train volunteers and faculty, pay wages, and purchase equipment for crossing guard programs at schools within their districts. (W.S. 21-13-338(a))
• Sets maximum grant awards at $10,000 per school per year for a one-year period, with grants awarded separately from the school foundation program. (W.S. 21-13-338(b))
• Requires school districts to submit grant applications by June 30 each year on a form specified by the Department of Education, including a proposal documenting need, identifying specific schools and intersections, staffing levels, training requirements, and itemized equipment costs. • Requires the Department of Education to notify applicants by August 1 of approval or denial decisions with written explanations, and permits partial approval for specific schools within a district. (W.S. 21-13-338(c))
• Requires grant-receiving school districts to report expenditures to the Department of Education and requires the department to report to the Joint Education Interim Committee by August 1 each year. (W.S. 21-13-338(d), W.S. 21-13-338(e))
• Directs the Department of Education, in consultation with the Department of Transportation, to promulgate rules establishing training and education requirements for crossing guards funded by the program. (W.S. 21-13-338(f))
• Appropriates $4,950,000 from the public school foundation program account, with a limit of $1,650,000 per school year, for the grant program period from July 1, 2025 through June 30, 2028. (Sec. 2)
• Terminates the crossing guard grant program effective July 1, 2028. (W.S. 21-13-338(g))

Effective: Upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution
