Requires public utilities to refund rates recovered from customers under the repealed low-carbon energy standard provisions within 60 days after the effective date, except for amounts already expended on carbon capture, utilization, and storage technology. (Section 4)
Directs the Public Service Commission to promulgate rules necessary to implement the act. (Section 5)
