Establishes Wyoming's participation in the federal summer electronic benefit transfer program to provide nutrition assistance to eligible children during summer school breaks.

• Creates definitions for electronic benefit transfer and the summer EBT program under federal law 42 U.S.C. § 1762. (W.S. 42-2-601)
• Requires the Department of Family Services to administer the summer EBT program to provide nutrition assistance to eligible households with children when school is not in session. (W.S. 42-2-602(a))
• Requires the Department of Family Services to develop and submit an administration and management plan to the U.S. Secretary of Agriculture by established deadlines for each summer of participation. (W.S. 42-2-602(b))
• Requires the Department of Education to provide information about children eligible for free and reduced price lunch programs to the Department of Family Services for summer EBT program administration purposes. (W.S. 42-2-602(c))
• Authorizes the Department of Family Services to adopt rules and regulations necessary to implement the summer EBT program. (W.S. 42-2-602(d))
• Adds the summer EBT program to the definition of public welfare benefits under Wyoming law. (W.S. 42-2-102(a)(vii)(J), Section 2)
• Authorizes the Department of Family Services to create up to two temporary full-time positions and one at-will employee contract position through June 30, 2027 for summer EBT program implementation. (Section 3(a))
• Appropriates $1,140,193.00 in general fund monies to the Department of Family Services for state administrative costs of the summer EBT program through June 30, 2027. (Section 3(b))
• Appropriates $1,140,194.00 in federal funds to the Department of Family Services for the summer EBT program. (Section 3(c))

Effective: Immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution
