What does this bill do?

Allows private individuals and entities to own water rights for instream flow purposes, previously restricted to state ownership.

Amends the restriction on instream flow water right ownership to permit any person, in addition to the state of Wyoming, to own instream flow water rights. (W.S. 41-3-1002(e))
Allows any person to acquire an existing water right or petition for a change of use to instream flow purposes under the chapter's requirements. (W.S. 41-3-1007(b), Sec. 1)
Requires that water rights acquired and changed for instream flow purposes be limited to a specified stream segment by the board of control while preserving the original priority date. (W.S. 41-3-1007(c), Sec. 1)
