Creates the Taxation and Revenue Task Force 2028 to analyze revenue sources for local governments, school districts, and special districts, and to develop recommendations for sustainable funding through 2050.

• Establishes the Taxation and Revenue Task Force 2028 with 13 members: two state senators (bipartisan) appointed by the senate president, two state representatives (bipartisan) appointed by the house speaker, and nine members appointed by the governor representing county governments, cities and towns, special districts, school districts, revenue and taxation expertise, constitutional expertise, and the general public. (Section 1(a), Section 1(b))
• Requires the task force to conduct a comprehensive analysis of current revenue sources available to local governments, school districts, and special districts under Wyoming Constitution and statutes. (Section 1(c)(i))
• Directs the task force to determine whether current revenues can support services provided by local governments, school districts, and special districts while meeting constitutional requirements for equal and adequate education and equal and uniform taxation. (Section 1(c)(ii))
• Requires the task force to develop recommendations for sustainable revenues for local governments, special districts, and schools through 2050, accounting for forecasted costs, potential revenues, and revenue declines. (Section 1(c)(iii))
• Requires the task force to report findings, recommendations, and any proposed legislation to the governor, Management Council, and Joint Revenue Interim Committee by December 31, 2026. (Section 1(c)(iv))
• Assigns staffing of the task force to the Wyoming Department of Revenue with assistance from the Legislative Service Office. (Section 1(d))
• Permits the task force to recommend retention of consultants to fulfill its duties and requires state agencies to provide requested information. (Section 1(e))
• Specifies compensation for task force members: legislative members receive salary, per diem, and travel per W.S. 28-5-101; government subdivision members receive regular pay without additional compensation except mileage and per diem if not reimbursed by employer; other members receive per diem and mileage but no salary.
