Maintains existing requirement that vehicles must be constructed or loaded to prevent any load from dropping, sifting, leaking, or escaping. (W.S. 31-18-603(a))
Requires vehicles with open beds transporting dirt, gravel, sand, or rock to securely cover the load with material that prevents dropping, sifting, leaking, or escaping. (W.S. 31-18-603(b), Sec. 1)
