Requires the state superintendent of public instruction to develop a plan to reorganize and consolidate the state board of education and state board of career and technical education under the superintendent's authority, subject to legislative approval.

• Transfers all divisions, programs, and functions of the state board of education and state board of career and technical education to the state superintendent of public instruction effective July 1, 2026, subject to legislative approval of a reorganization plan. (W.S. 21-2-301.1(a))
• Requires the state superintendent to prepare a reorganization plan that maintains current structure and operations to the maximum extent practicable while transferring all functions to the superintendent. (W.S. 21-2-301.1(b)(i))
• Authorizes the state superintendent to appoint administrators and managers to serve as heads of divisions and programs created to execute assigned functions. (W.S. 21-2-301.1(b)(ii))
• Requires the reorganization plan to identify necessary statutory amendments, rule amendments, procedural changes, and regulatory amendments needed to accomplish the reorganization. (W.S. 21-2-301.1(b)(iii))
• Requires the reorganization plan to provide for transfer of all personnel, supplies, equipment, and appropriations from the state board of education and state board of career and technical education to the state superintendent. (W.S. 21-2-301.1(b)(iv))
• Requires the state superintendent to submit the reorganization plan to the governor, joint appropriations committee, and joint education interim committee by July 1, 2025, and make it available to the public. (W.S. 21-2-301.1(c))
• Requires the joint appropriations committee and joint education interim committee to hold at least one public hearing on the reorganization plan before the 2026 budget session and may draft legislation to implement the plan. (W.S. 21-2-301.1(c))
• Provides that duties, powers, and functions of the state board of education and state board of career and technical education remain unchanged until July 1, 2026, unless otherwise directed in an approved reorganization plan.
