Amends Wyoming's trailer registration laws to allow permanent registration of commercial trailers and provides a fee exemption for permanently registered trailers.

• Allows owners of trailers (excluding house trailers and mobile equipment) to permanently register them by paying a one-time fee of $350 at initial registration, or alternatively by paying fees specified in subsequent provisions. (W.S. 31-2-206(n), Sec. 1)
• Allows owners of trailers that qualify as commercial vehicles to permanently register them with a one-time fee of $350, or alternatively by paying specified fees. (W.S. 31-18-201(aa), Sec. 1)
• Provides an alternative permanent registration fee structure requiring a $50 state administration fee plus five times the applicable registration fees under W.S. 31-3-101(a), if the $350 one-time fee is not paid. (W.S. 31-18-201(bb), Sec. 1)
• Requires the department to issue a distinctive license plate indicating permanent registration once fees are paid, and exempts permanently registered trailers from additional registration fees for as long as the owner owns the trailer. (W.S. 31-18-201(bb), Sec. 1)
• Specifies that permanent registration license plates must be displayed only on the trailer for which they were issued, except when transferred to a newly acquired trailer under transfer of ownership rules. (W.S. 31-18-201(cc), Sec. 1)
• Establishes that permanent registration does not transfer to a new owner; new owners must pay applicable title, registration, and license fees and may permanently register the trailer anew. (W.S. 31-18-201(dd), Sec. 1)
• Upon transfer of ownership, the permanent registration expires and the original owner must remove the license plate; the original owner may transfer the plate to a newly acquired trailer within 60 days without additional registration fees. (W.S. 31-2-214(e), Sec. 1)
• Exempts permanently registered trailers from payment of registration fees. (W.S. 31-3-101(g)(v), Sec. 1)
• Distributes 50% of permanent trailer registration fees to counties proportionally as property taxes are distributed, and 50% to the highway fund.
