What does this bill do?

Establishes a centralized electronic notice system allowing governmental entities and other persons to publish legal and public notices online as an alternative to newspaper publication, with the secretary of state responsible for creating and maintaining the system.

Creates a new centralized electronic notice system on the secretary of state's website that allows legal and public notices to be published electronically, with notices remaining posted for the full duration required by applicable law. (W.S. 9-1-309, Sec. 1)
Permits governmental entities and other persons to publish notices on the centralized electronic notice system instead of in newspapers, with such publication satisfying all newspaper publication requirements. (W.S. 2-7-207, W.S. 9-1-310, Sec. 1)
Allows members of the public to subscribe to the centralized electronic notice system to receive notifications when notices are posted. (W.S. 9-1-309(b)(iii), Sec. 1)
Requires the secretary of state to preserve all notices posted to the system for not less than seven years. (W.S. 9-1-309(c), Sec. 1)
Authorizes the secretary of state to collect a reasonable fee not to exceed ten dollars per notice published on the centralized electronic notice system. (W.S. 9-1-305(a)(viii), W.S. 9-1-309(e), Sec. 1)

Requires the secretary of state to promulgate rules regulating the centralized electronic notice system by January 1, 2026. (W.S. 9-1-309(d), Sec. 3)
Makes conforming amendments to over 200 Wyoming statutes to allow publication on the centralized electronic notice system as an alternative to newspaper publication for various legal notices and proceedings. (Sec. 2)
Appropriates two hundred fifty thousand dollars to the secretary of state's office for creating and maintaining the centralized electronic notice system through June 30, 2026.
