Repeals the school foundation program reserve account and transfers its funds and future revenues to the common school permanent fund reserve account.

Amends the severance tax distribution formula to remove references to the school foundation program reserve account and its associated provisions. (W.S. 39-14-801(d), Sec. 1)
Repeals the school foundation program reserve account statute and related provisions in Wyoming law. (W.S. 21-13-306.1, W.S. 39-14-801(m), 2024 Wyoming Session Laws, Chapter 118, Section 314, Sec. 2, Sec. 4)
Transfers all funds currently in the school foundation program reserve account to the common school permanent fund reserve account upon the effective date. (Sec. 5, W.S. 9-4-719(f))
Redirects unexpended appropriated or obligated funds, funds directed to revert by law, and accrued revenues from the repealed reserve account to the common school permanent fund reserve account. (Sec. 5)
Requires the state auditor to report to the joint appropriations committee on transferred amounts by October 31, 2026 and October 31, 2027. (Sec. 6)

Effective: Effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution
