Appropriates supplemental funding for K-12 school building and facility projects during fiscal years 2024-2026.

• Appropriates $29,832,716 from the public school foundation program account for component level major maintenance projects at 17 schools across Wyoming school districts, with projects ranked by priority number. (Sec. 1(g)(i))
• Appropriates $1,789,963 for unanticipated costs associated with the funded school facility projects. (Sec. 1(g)(ii))
• Requires appropriated funds for school facility projects to remain available from the effective date until project completion, with any unexpended, unobligated funds reverting to the public school foundation program account upon completion. (Sec. 1(c))
• Directs the state construction department to use an estimated project deployment schedule, as adopted by the school facilities commission and refined by the governor's office, to guide expenditure of appropriated funds; the schedule is not binding but shall be followed to the extent practicable. (Sec. 1(d), W.S. 21-15-119(c))
• Clarifies that appropriated amounts are not entitlements and shall be expended to ensure adequate, efficient, and cost-effective school buildings and facilities in accordance with state law and school district facility plans. (Sec. 1(e), W.S. 21-15-114(a)(vii), W.S. 21-15-117(b))
• Requires the state construction department to submit monthly reports to the select committee on school facilities, joint appropriations committee, and governor regarding project deployment, progression, and any deviations from the estimated schedule. (Sec. 1(f), W.S. 28-11-301(c)(iv))
• Reappropriates up to $13,400,000 of unexpended, obligated monies from previously appropriated school capital construction funds to supplement appropriations for inflationary costs on approved projects, without modifying original project scope or design. (Sec. 1(h), 2023 Wyoming Session Laws, Chapter 94, Section 313(j)(xiii))

Effective: Immediately upon completion of all acts necessary for a bill to become a law as provided by Article 4, Section 8 of the Wyoming Constitution
