AN ACT relating to professions and occupations; authorizing health care providers to provide telehealth services to persons in Wyoming without a Wyoming license; providing requirements; requiring rulemaking; making conforming amendments; and providing for effective dates.
Authorizes licensed out-of-state health care providers to provide telehealth services to Wyoming patients without obtaining a Wyoming license, and amends multiple professional licensing statutes to include telehealth services as an exception to licensure requirements.
Creates W.S. 33-1-121 to permit health care providers with valid, unencumbered licenses in good standing in any other state, U.S. territory, or the District of Columbia to provide telehealth services to Wyoming patients without a Wyoming license, provided the provider is physically located outside Wyoming and the appropriate licensing board is notified before services begin (unless an established patient relationship exists). Defines 'telehealth' as the practice of medicine by electronic communication or other means from a health care provider in one location to a patient in another location. (Section 1, W.S. 33-1-121(a)(iii))
Amends W.S. 33-9-103 (podiatry), 33-10-105 (chiropractic), 33-26-301 (medicine), and other professional licensing statutes to permit practice under W.S. 33-1-121 as an exception to the requirement to obtain a state license before practicing. (Section 2, W.S. 33-9-103, 33-10-105, 33-26-301)
Amends W.S. 33-15-108(h) and 33-15-114(a) to authorize the dental board to make rules pertaining to telehealth services under W.S. 33-1-121 and defines persons providing telehealth services as practicing dentistry. (Section 2, W.S. 33-15-108(h), 33-15-114(a)(xiii))
Amends nursing statutes (W.S. 33-21-120, 33-21-145, 33-21-151) to permit advanced practice registered nurses and licensed nurses to provide telehealth services under W.S. 33-1-121 without a Wyoming license. (Section 2, W.S. 33-21-120(a)(i)(D), 33-21-145(a)(i), 33-21-151(a)(i) and (iii))
Amends optometry (W.S. 33-23-101, 33-23-103), physical therapy (W.S. 33-25-101, 33-25-102, 33-25-116), and psychology/behavior analysis statutes (W.S. 33-27-113, 33-27-114, 33-27-119) to permit these professionals to provide telehealth services under W.S. 33-1-121 as an alternative to obtaining a Wyoming license. (Section 2, W.S. 33-23-101(a)(iv), 33-25-101, 33-27-113, 33-27-114(j))
Amends mental health and addiction treatment statutes (W.S. 33-38-102, 33-38-103) to permit certified addictions practitioners, certified social workers, certified mental health workers, and certified addictions practitioner assistants to provide telehealth services under W.S. 33-1-121.

Establishes that the act becomes effective July 1, 2025, except that Sections 3 and 4 are effective immediately upon completion of all acts necessary for the bill to become law. (Section 4)
