What does this bill do?

Transfers license plate issuance authority from county treasurers to the Wyoming Department of Transportation and clarifies the number of license plates to be issued per vehicle.

Transfers issuance of license plates from county treasurers to the Department of Transportation, with the department required to issue plates within 30 days of application approval. (W.S. 31-2-204(a))
Clarifies that vehicles without a front plate bracket receive one license plate or validation sticker, while vehicles with a front plate bracket receive two license plates or proper validation stickers. (W.S. 31-2-204(a))
Removes the requirement that license plates be changed or validated annually and instead allows license plates to be valid for up to eight years if annual validation stickers are used, until plates become unreadable. (W.S. 31-2-213(b))
Transfers issuance of special license plates for disabled veterans, former prisoners of war, Pearl Harbor survivors, national guard members, armed forces veterans, purple heart recipients, firefighters, emergency medical technicians, and other eligible persons from county treasurers to the Department of Transportation.
