Authorizes unlimited street parking for persons attending legislative meetings at the Wyoming state capitol and at other official legislative meeting locations.

Prohibits local ordinances or regulations from limiting the duration of street parking within the capitol complex boundaries during periods when the state legislature or its committees are actively meeting for official purposes. (W.S. 31-5-513(a)(i), W.S. 9-5-101, W.S. 31-5-109(a), W.S. 31-5-501)
Prohibits local ordinances or regulations from limiting the duration of street parking within one-half mile of official state legislature or committee meeting locations during periods when the legislature or committee is actively meeting. (W.S. 31-5-513(a)(ii))
