Amends the definitions of 'dispatchable' and 'reliable' in the Public Utilities chapter to reference definitions in W.S. 37-18-101. (Sec. 1, W.S. 37-1-101(a)(intro), W.S. 37-2-134(a)(i), W.S. 37-2-134(a)(iv))
Repeals W.S. 37-1-101(a)(vi)(N), 37-18-101, and 37-18-102, which contained the low-carbon energy standard and related provisions. (Sec. 2)
Directs the Public Service Commission to promulgate all rules necessary to implement the repeal. (Sec. 3)

Effective: Immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution
