What does this bill do?

Creates the Wyoming State Fair Department as an independent agency by transferring the state fair division from the Department of Agriculture.

Transfers the state fair division and all associated functions, positions, personnel, appropriations, property, and equipment from the Department of Agriculture to the newly created Wyoming State Fair Department via a type 1 transfer. (Sec. 1(a), W.S. 9-2-1707(b)(i))
Designates the existing state fair manager as temporary director of the Wyoming State Fair Department, with the state fair board to appoint a permanent executive director as soon as reasonably practicable after the effective date. (Sec. 1(b), W.S. 11-10-102(c)(vi))
Creates the Wyoming State Fair Department as a new state agency within the government reorganization framework, with no transition period requirement and no reorganization plan required. (Sec. 2, W.S. 9-2-2022, W.S. 9-2-3301)
Establishes that the state fair board shall appoint an executive director with the advice and consent of the senate, with salary determined by the state fair board. (W.S. 9-2-3302(a), W.S. 9-2-3302(b))
Makes the executive director the chief administrative officer of the Wyoming State Fair Department, responsible for general supervision of the department's activities, functions, and employees subject to the state fair board's direction. (W.S. 9-2-3302(c))
Requires the Wyoming State Fair Department to submit budgets in accordance with state budgeting procedures and directs the department to perform duties specified by the state fair board and in title 11, chapter 10 of Wyoming statutes.
