What does this bill do?

Establishes mandatory timelines and procedures for local government entities to review and approve land use requests within permitted zoning uses.

Requires local government entities to notify applicants within 15 days of receiving a request whether the request is complete or incomplete, specifying what information is needed. (W.S. 16-13-101(b))
Prohibits local government entities from requiring zoning-related meetings with applicants when the requested development or improvement is within the property's permitted zoning use. (W.S. 16-13-101(c))
Requires local government entities to approve or deny complete requests within 60 days of submission, with exceptions for written extensions agreed to by both parties or when state or federal agency approval is required (extending deadline up to 10 additional days). (W.S. 16-13-101(d))
Requires local government entities to provide written notice stating reasons for denial within 7 days of denying a request. (W.S. 16-13-101(e))
Provides a 10% reduction in fees for applicants if local government entities discover and impose requirements after approval of the request, except when requirements result from unanticipated property conditions requiring mitigation measures. (W.S. 16-13-101(f))
Provides that requests are deemed approved if the local government entity fails to meet the 60-day deadline, provided that any building constructed must pass all safety and code compliance inspections before occupancy. (W.S. 16-13-101(g))
