Establishes a minimum fine of $750 and maximum fine of $1,500 for first offense of taking up or retaining an estray animal without owner's knowledge or consent, with possible imprisonment up to six months. (W.S. 11-24-103(a)(i), Sec. 1)
Establishes a minimum fine of $1,500 and maximum fine of $3,000 for second or subsequent offenses of taking up or retaining an estray animal without owner's knowledge or consent, with possible imprisonment up to one year. (W.S. 11-24-103(a)(ii), Sec. 1)
Applies the increased penalties to any violation of W.S. 11-24-103 occurring on or after July 1, 2025. (Sec. 2)
