Prohibits cities, towns, counties, and the state from implementing or designating immigration sanctuary policies, and establishes penalties for violations.

• Defines key terms including 'sanctuary city, town or county' as a jurisdiction that limits or refuses to communicate or cooperate with federal officials regarding immigration status information. (W.S. 9-25-101)
• Prohibits governing bodies of cities, towns, or counties from enacting, adopting, implementing, or enforcing policies that restrict local officials or employees from communicating or cooperating with federal officials regarding immigration status information. (W.S. 9-25-102(a)(i))
• Prohibits cities, towns, or counties from declaring or designating themselves as sanctuary jurisdictions. (W.S. 9-25-102(a)(ii))
• Authorizes the governor, upon recommendation from the attorney general, to withhold all state and state-administered federal funding from a city, town, or county that violates the sanctuary policy prohibition, and distributes withheld funds on a pro rata basis to compliant jurisdictions. (W.S. 9-25-102(b))
• Prohibits state employees from being restricted from communicating or cooperating with federal officials regarding immigration status information while acting within their official duties. (W.S. 9-25-102(c))
• Prohibits the governor from issuing an executive order declaring Wyoming as a sanctuary state. (W.S. 9-25-102(d))
• Establishes a felony offense for local officials or employees who refuse to communicate or cooperate with federal officials regarding immigration status information while acting within their official duties, punishable by imprisonment of five to ten years, a fine of up to twenty thousand dollars, or both. (W.S. 9-25-102(e))
• Amends the initiative process to prohibit the use of initiative to enact immigration sanctuary laws. (W.S. 22-24-301)
• Amends the referendum process to prohibit referendums on immigration sanctuary laws. (W.S. 22-24-401)
